Costume/ Appearance	A stunningly non-descript man, 6" 1.5' tall, slightly overweight. He appears to be in his late 20's. He is invariably well-dressed, usually in deep blues or blacks.
Super-Powers/Special Abilities	The extent of Hans-Raoul's powers are unknown - if indeed there are limits to them. He travels between realities, has incredible super-human strength, and can control artefacts capable of altering the time-line of the galaxy. In the 22nd century of the "Never Say Die" time-line, he had learned sorcery, but in the present he has yet to develop these abilities.

Notes	Hans-Raoul is a complete mystery. He is undoubtedly the most powerful opponent that Hydrogen Guy has ever faced, and had Hydrogen Guy not destroyed the Chaos Orb (thereby destroying the Universe), Hans-Raoul would have killed him. Hans-Raoul is a member of a race of beings from outside our Universe, a race which can travel between universes as easily as humans can walk up the street for ice-cream. He is arrogant and over-confidant, but extremely intelligent. He is also extremely old, in our Universe's years; time may flow differently in the place he comes from, so his true age is impossible to guess. Two million years ago, he led a campaign which destroyed the galaxy-spanning Ancient Republic. He killed the last Hydrogen Elemental of the Republic, and apparently has returned to this reality to finish the job he started. In the present, Hans-Raoul has recently been made head of ICBC's "anti-Hydrogen Campaign". In the "Never Say Die" time-line, Hans-Raoul had used a magical construct called the Chaos Orb to alter the history of Earth and the Milky Way galaxy. The Chaos Orb had been given to him by another of his race named Karten. In conversation with Karten, he revealed that their goal is to destroy the human species on Earth and elsewhere in the galaxy, to ensure that "the Elementals and their Republic never reappear and become a threat to us". However, when Hydrogen Guy destroyed the Chaos Orb in the future, he also destroyed it in the present. Hans-Raoul is capable of manipulating events on a national scale - he arranged for Hydrogen Guy to go to Ottawa through the Crustacean, and initiated a Referendum in Québec as a test of Hydrogen Guy's abilities. Through the Black Rose, he managed to strip Hydrogen Guy, Deuterium Boy, and Helium Girl of their powers with a substance from his home reality called Philosopher's Wort. His plan ultimately failed, in part because he ignored the unpredictibility of mortal behaviour, and he is currently under threat from the ICBC Controller to destroy Hydrogen Guy in one year - or else. Hans-Raoul is currently elsewhere (where? Who knows?) on a special project with Karten. Undoubtedly it'll be bad for our Universe. Despite all of this, Hans-Raoul feels that what he is doing he is doing out of duty. Underneath, he may be more like Hydrogen Guy than any other of his opponents.
